Call for Joint Research Proposals 2024: ICSSR - NSTC Last Date to Apply is May 01, 2023

The Indian Council of Social Science Research (ICSSR) and the National Science and Technology Council (NSTC) of Taipei, Taiwan have come together to promote bilateral cooperation in the field of social sciences. The two organizations have signed a memorandum of understanding (MoU) to encourage exchange visits, scholar exchanges, and joint research projects between Indian and Taiwanese researchers. The emphasis of this partnership will be on exploring new and emerging themes of mutual importance and strengthening the relationships between the two countries. As part of the agreement, grant proposals for joint research projects in the field of Humanities and Social Sciences are now being accepted.

To apply for the India-Taiwan (ICSSR-NSTC) bilateral collaborative research project, the project hosts from both India and Taiwan must jointly discuss and submit their proposal. The Indian host should apply to the ICSSR as per the guidelines provided in the call guideline. On the other hand, the Taiwanese host should apply to the NSTC for the “Add-on International Cooperation Research Project” to expand the bilateral agreement. It is mandatory for both hosts to coordinate and work together to ensure successful implementation of the joint research project.
 

Eligibility

Applicants must be employed in a research or academic position in a recognized research or academic institution – either publicly funded university/college, deemed universities recognized by the UGC or a publicly funded research institute or ICSSR research institute. They must also hold a PhD or equivalent qualification and have an interest in high quality research which may be evident by past studies, publications and academic background.

Grant amount:

Up to 03-04 joint research projects would be supported against the present call. The financial support is available basically for mobility of researchers from each side. Funding for this grant is at a maximum amount of Rs. 12, 00,000 (Rupees Twelve Lakh only) for each project.

Mobility of the Grant:

The visiting party will meet the expenditure on international and domestic (inter-city) air travel. The receiving party will meet the expenditure on local hospitality for boarding, lodging and local ground transportation of the visiting scientists for a specified number of days and persons to be decided by the two parties on a case-by-case basis.

Key dates:

(1) Application period: From March 01, 2023 to May 01, 2023

(2) Completion of Peer-review: August 2023

(3) Result Announcement and approval date: December 2023

(4) The execution period of the joint project: from January 1, 2024 to December 31, 2025, a period of 2 years (Project Duration)

Key Points:

(1) This joint research project will be peer-reviewed and selected by the Indian side (ICSSR) and Taiwanese side (NSTC) after independent review.

(2) Applications with the following circumstances will not be accepted:

i. The qualifications of the Indian Principal Investigator do not meet the requirements of ICSSR and Principal Investigator of Taiwan do not meet the requirement of NSTC;

ii. The application date exceeds the announcement deadline;

iii. Incomplete application materials;

iv. It is not submitted in accordance with the main points of the call guidelines and the method described in this application form.

(3) The Principal Investigator of both parties shall provide the mid-term/end-of-term “bilateral agreement-type expansion” before/after the end of the annual plan implementation period.

(4) When planning cooperation, the Principal Investigators of both parties shall first agree on the ownership and management of future intellectual property rights and achievements of both parties. Management and operation methods, and when necessary, the relevant project contract can be signed together

(5) Due acknowledgement of support by ICSSR and NSTC should be made in any publication resulting from the joint research projects.

The project proposals completed in all respect must be received by both sides. Proposals submitted unilaterally shall not be considered. Applications must be submitted electronically (or hard copy) in the given application form to ICSSR on or before 1st May 2023 by the Indian researchers.  The call guidelines and application format are given below.

Ministry of Education in India offers various grants and funding schemes to promote education, research, and innovation in the country. Some of the major grants offered by the Ministry of Education are listed Below

The Ministry of Education in India is committed to promoting education, research, and innovation in the country. To achieve this objective, the Ministry offers various grants and funding schemes to individuals and institutions across different domains. These grants aim to provide financial support to meritorious students, researchers, and innovators, to enable them to pursue their goals and aspirations.

One of the major grants offered by the Ministry of Education is the Prime Minister’s Research Fellowship (PMRF). This fellowship is awarded to meritorious students who have completed or are in the final year of their undergraduate or integrated M.Tech/M.Sc. degree in science, technology, engineering, or mathematics (STEM) disciplines. The fellowship provides financial support for pursuing PhD research in premier institutions in India. The fellowship amount is INR 70,000 per month for the first two years, INR 75,000 per month for the third year, and INR 80,000 per month for the fourth and fifth years. The PMRF program aims to promote research and innovation in STEM fields and create a pool of highly skilled researchers in the country.

Another significant grant offered by the Ministry of Education is the National Initiative for Developing and Harnessing Innovations (NIDHI). This program aims to promote innovation and entrepreneurship in India by providing pre-incubation support, seed funding, and accelerator support to innovators and entrepreneurs. The Ministry of Education provides funding for various components of the program. The pre-incubation support offers funding of up to INR 10 lakhs for a period of 18 months to innovators to validate their proof of concept. The seed funding offers up to INR 25 lakhs for a period of 18 months to startups to develop their product/service. The accelerator support offers up to INR 2 crores for a period of 36 months to startups to scale up their business. The NIDHI program aims to create a vibrant innovation and entrepreneurship ecosystem in the country.

The Study in India (SII) program is another initiative of the Ministry of Education. This program aims to attract international students to study in Indian higher education institutions. The Ministry of Education provides funding for the program, which includes scholarships, marketing and promotional activities, and infrastructure development. The SII program offers scholarships to international students to cover their tuition fees, accommodation, and living expenses. The program also conducts marketing and promotional activities in various countries to create awareness about the Indian higher education system. The infrastructure development component of the program aims to improve the quality of infrastructure and amenities in Indian higher education institutions. The SII program aims to make India a preferred destination for international students and promote cultural exchange between countries.

The Scheme for Promotion of Academic and Research Collaboration (SPARC) is another initiative of the Ministry of Education. SPARC is a scheme aimed at promoting collaboration between Indian and foreign institutions in research and academic activities. The Ministry of Education provides funding for joint research projects, faculty and student exchange, and other collaborative activities. The joint research projects component of the program offers funding of up to INR 1 crore for a period of three years to Indian and foreign institutions to undertake joint research projects in areas of mutual interest. The faculty and student exchange component of the program offers funding to support faculty and student exchange between Indian and foreign institutions. The SPARC program aims to create a conducive environment for international collaboration in research and academic activities.

The National Fellowship for Persons with Disabilities (NFPwD) is a fellowship awarded to students with disabilities who are pursuing MPhil or PhD degrees in any discipline. The fellowship provides financial support for their research and living expenses. The fellowship amount is INR 25,000 per month for the first two years and INR 28,000 per month for the third year. The NFPwD program aims to

promote higher education among persons with disabilities and provide them with equal opportunities to pursue their academic and research goals.

Apart from these major grants, the Ministry of Education also offers several other funding schemes to support education and research in the country. Some of these schemes include the UGC NET JRF/SRF fellowship, the Maulana Azad National Fellowship for Minority Students, the Swami Vivekananda Single Girl Child Scholarship for Research in Social Sciences, the National Eligibility Test for Junior Research Fellowship and Eligibility for Assistant Professorship (NET), and the INSPIRE Faculty Scheme, among others.

The UGC NET JRF/SRF fellowship is awarded to students who qualify the National Eligibility Test (NET) and pursue their research in Indian universities and colleges. The fellowship provides financial support to cover their research expenses and living expenses. The Maulana Azad National Fellowship is awarded to students belonging to minority communities who are pursuing MPhil or PhD degrees in any discipline. The fellowship provides financial support to cover their research and living expenses. The Swami Vivekananda Single Girl Child Scholarship for Research in Social Sciences is awarded to single girl children who are pursuing research in social sciences. The scholarship provides financial support to cover their tuition fees, accommodation, and living expenses.

The National Eligibility Test for Junior Research Fellowship and Eligibility for Assistant Professorship (NET) is conducted by the National Testing Agency (NTA) on behalf of the University Grants Commission (UGC). The NET exam is conducted to determine the eligibility of candidates for the award of Junior Research Fellowship (JRF) and/or Eligibility for Assistant Professorship in Indian universities and colleges. The INSPIRE Faculty Scheme is aimed at attracting and retaining talented researchers in the country. The scheme offers funding to early-career researchers to establish their independent research programs in Indian institutions.

Glance of ICSSR

Indian Council of Social Science Research (ICSSR) was established in the year of 1969 by the Government of India to promote research in social sciences in the country. The Council aims to:

  • Review the progress of social science research and give advice to its users;
  • Sponsor social science research programmes and projects and administer grants to institutions and individuals for research in social sciences;
  • Institute and administer scholarships and fellowships for research in social sciences;
  • Indicate areas in which social science research is to be promoted and adopt special measures for development of research in neglected or new areas;

Science and Engineering Research Board a Statutory Body Established through an Act of Parliament: SERB Act 2008 Government of India has Called for Proposals under this scheme Start-up Research Grant (SRG) is now open

Objective:

The Start-up Research Grant (SRG) scheme aims to assist researchers to initiate their research career in a new institution. It is a two-year grant meant to enable researchers working in frontier areas of science and engineering to establish themselves and move on to the mainstream core research grant (CRG). Criteria for selection would be based on the track record of the applicant and the proposed research plan.

Nature & Duration of Support:

  • Research grant of Rs. 30 lakh plus overheads for a period of two years.
  • The research grant will cover equipment, research personnel, consumables, travel and contingency apart from overheads. There is a standard cap for travel, contingency and overheads. Applicant has the flexibility to propose budget under various heads as per requirement.
  • SRG would be a one-time career grant.
  • Maximum number of grants awarded per year would be 500 across all subject areas.

Eligibility:

  • The applicant should be an Indian citizen. Foreign Nationals (including PIO, OCI) working as regular employee in any of the public funded and recognized R&D laboratories/institutions in India are eligible to apply as PI in collaboration with an Indian Co-PI, provided they fulfill the eligibility criteria notified by SERB (SERB Funding Guidelines for foreign nationals dt. 27 Oct 2016).
  • The applicant should hold Ph.D. degree in Science or Engineering or M.D. / M.S. / M.D.S. / M.V.Sc. degree.
  • The applicant must hold a regular academic/research position in a recognized academic institution or national laboratories or any other recognized R&D institutions.

The term “Regular” refers to:

  • Those who are appointed by the institutions against the ‘sanctioned’ post. Such positions are regularized/confirmed after the probation period is over
  • Those who are appointed in a tenure post, but are likely to be renewed after the end of the tenure
  • The applicant is eligible to apply within two years of joining the institution.
  • The upper age limit for SRG would be 42 years, with a relaxation of three years for SC/ST/OBC/ Physically challenged and women candidates.
  • INSPIRE Faculty, Ramanujan and Ramalingaswamy Fellows, Faculties recruited through UGC Faculty Recharge Program are not eligible under SRG.
  • Research Associates, Postdoctoral Fellows, Ad-hoc faculty, Guest faculty, Visiting Scientist, Consultant, Project Fellows and faculty members whose contract is renewed every year are not eligible under SRG. In respect of casesthat are not mentioned above, SERB reserves the right to determine the eligibility.
  • Co-PIs are not allowed except in case of foreign nationals.
  • The applicant should not have received YSS, ECR, CRG (erstwhile EMR) or any other grant of SERB.

Mode of Application and Selection

  • Call for applications will be notified through the websites www.serbonline.in and www.serb.gov.in . The application should be submitted online at www.serbonline.in
  • Selection will be based on the recommendations of Expert Committee constituted by the Board.

Termination and Transfer of the Project

  • If any Principal Investigator (PI) wishes to terminate the project, they shall inform the SERB through the host institute immediately with proper justifications. The implementing institute should not incur any expenditure from the date of termination of the project or the date of resignation of PI. The institute must also arrange for submission of relevant documents.
  • SERB reserves the right to terminate the project at any stage if it is convinced that (i) appropriate progress is not being made (ii) the grant has not been utilized properly(iii) furnishing of false information or suppression of factual information.
  • Projects sanctioned under SRG cannot be transferred to any other person/s.
  • Transferof approved/sanctioned SRG project to another institution will be considered only in the following cases: (i) From private/public/government institution to any other public/government institution (ii) General administrative transfers in government or public funded institutions.
  • Change of institute will not be considered in any other cases.

Plagiarism

Proposals submitted need to be original and plagiarism in any form will not be acceptable. All submitted proposals would be subjected to a third party similarity check and proposals are liable to be rejected if found plagiarised. Any text taken verbatim from other source needs to be identified using quotation marks and proper reference. Applicants are requested to pre-check their proposals for plagiarism before uploading to avoid any serious repercussions at a later stage.

Scientific Social Responsibility

SERB has adopted Scientific Social Responsibility (SSR) Policy to imbibe a culture of social commitment among SERB Grantees. The policy intends to effectively utilize scientific infrastructure and expertise of SERB grantees to benefit other S&T stakeholders especially the less-endowed researchers and the society. SERB Grantees need to undertake some SSR activities during their project period. SSR activities need to be chosen after approval and depending on the activities chosen additional budget would be provided under separate head to carry out the chosen activities.

  • After log-in, applicants are required to fill all the mandatory fields in Profile Detail section under User Profile, which includes Bio data, photo, Institute Address, etc.
  • Some of the details of proposal like Project Title (max 500 characters), Project summary (max 3000 characters), Keywords (max 6), Objectives of project (max 1500 characters), Expected output and outcome of the proposal (max 1500 characters), Budget (Research Personnel, Consumables, Travel, Equipment, Contingency, Overheads ) have to be entered at the time of proposal submission.
  • Other relevant information of the proposal has to be uploaded as a single PDF file, not more than 10 MB, as technical document (TD)
